Tennessee Division of Remediation (DOR) sites
The Division of Remediation (DOR) of the Tennessee Department of Environment and Conservation (TDEC) is now the Division of Land Protection - Remediation Branch (DLP-R). It identifies and investigates hazardous substance sites, then uses remedies to stabilize, remediate, contain, monitor and maintain them. It maintains a database that lets the public identify sites that are or have been under its supervision.
In a Phase I ESA
ASTM E1527-21 lists state Superfund-equivalent, voluntary cleanup and brownfields records among its standard sources. In Tennessee the programs behind all three sit in this one branch, and this is the branch's own site list. The list this handbook pairs with the state Superfund-equivalent record is narrower: the List of Inactive Hazardous Substance Sites.
- One viewer, several lists. TDEC says its Site Viewer returns a list of the branch's sites and also has tabs for the Meth Quarantine List, the Drycleaner Environmental Response Program (DCERP) sites and the State Promulgated sites. Note which tab a site was found on, because each is a different program.
- Past and present sites. TDEC describes the sites as ones the branch has worked on or is currently working on. A listing does not by itself say the work is open. Ask for the file.
- Other divisions keep their own lists. TDEC says other divisions have data viewers that may provide additional information. Tank releases and waste facilities are not this branch's records. See underground storage tank releases and landfill permits.
- Two names for one office. TDEC says the Division of Remediation and the Division of Solid Waste Management have merged to form the Division of Land Protection, and that references to the Division of Remediation may still be seen. Its viewers are still listed as the Division of Remediation Sites Viewer and Map Viewer.
The branch's programs each have a page here: the Brownfield Voluntary Cleanup Oversight and Assistance Program, the Drycleaner Environmental Response Program, Tennessee Clean and the Registry of Methamphetamine Contaminated Properties.
The law TDEC lists for hazardous substance remedial action is TCA 68-212 Part 2, the Hazardous Waste Management Act of 1983, and the rule is 0400-15-01. Its laws page points to a separate page on the screening tables and calculators the branch uses.
Where to look a site up
- The DLP-R Site Viewer. TDEC says the data can be filtered and the list downloaded, that data updates nightly, and that a Data Viewer User Guide is available for download.
- The DLP-Remediation Map Viewer. TDEC says it lets you pinpoint an address and view the branch's sites in the area, and that data updates nightly.
- TDEC's Data and Map Viewers page links every division's viewers.
Getting the file
The branch says to request specific site files with TDEC's Public Records Request form, and that some files are available on the data viewer.
It works through regions based on the county a project is in, with staff in these Environmental Field Offices: Memphis and Jackson in the West Region, Nashville in the Middle Region, and Knoxville and Chattanooga in the East Region. It also lists an Oak Ridge office for DOE Oak Ridge Reservation projects only. The central office in Nashville is at (615) 532-0900 and Division.Remediation@tn.gov. Offices are open Monday to Friday, 8:00 am to 4:30 pm local time, except holidays.
