Pennsylvania municipal waste landfills and resource recovery facilities
The municipal waste program of the Pennsylvania Department of Environmental Protection (DEP) regulates the storage, transportation, processing, beneficial use, composting and disposal of municipal waste. DEP's regional Solid Waste Management Programs issue the permits, perform the inspections and enforce the regulations. DEP publishes its landfills and resource recovery facilities as one page of tables.
In a Phase I ESA
DEP's landfill list is the Pennsylvania form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page.
Two cautions apply to the Pennsylvania list.
- It gives no status. The list has columns for a permit number and a daily volume. It has none for operating status or closure date, and the page does not say whether closed or inactive landfills are included. For an old dump or a closed landfill, ask the regional office in a file review instead of relying on this list.
- Landfills are not the only waste facilities. DEP's municipal waste program also covers transfer facilities, composting and processing facilities, and its program page links a separate list of municipal waste transfer facilities. Industrial waste has its own program, the Residual Waste Program, and DEP says most residual waste is processed or disposed of on the site where it is generated.
What the record shows
The page has four tables, each grouped by DEP regional office: Municipal Waste Landfills, Construction/Demolition Waste Landfills, Residual Waste Landfills, and Resource Recovery/Waste to Energy. Residual waste is DEP's term for nonhazardous industrial waste.
Each row gives the facility name, linked to its eFACTS record, its address, the permit number, the daily volume in tons, the host county, the municipality and a contact. The link to eFACTS is the useful part: DEP says eFACTS shows a site's status, its DEP programs, inspections and violations.
Among the statutes DEP lists for its waste programs are the Solid Waste Management Act, Act 97 of 1980, which requires permits and licenses, and the Municipal Waste Planning, Recycling and Waste Reduction Act, Act 101 of 1988. DEP lists the municipal waste regulations as Article VIII.

- The Division of Municipal and Residual Waste is at ra-epmuniresidwaste@pa.gov. DEP says that mailbox is not for formal Right-to-Know requests.
Getting the file
DEP's waste management program is in all of its regional offices. DEP recommends an Informal File Review, requested on an electronic form and scheduled with the regional office, before a request under the Right-to-Know Law.
