Texas Industrial and Hazardous Waste (IHW) registrations

Texas registers the sites that generate, transport or receive industrial and hazardous waste. A site that notifies the Texas Commission on Environmental Quality (TCEQ) of its waste activities receives a solid waste registration (SWR) number, which TCEQ also calls a registration number or state ID number. The registration is separate from a waste permit and from a federal EPA ID.

In a Phase I ESA

This is the state record of who handled regulated waste at an address. It sits beside the federal generator records described on the RCRA Generators page. ASTM E1527-21 lists state hazardous waste facility records among its standard sources. This handbook does not pair a single Texas list with that type; this is one of the Texas records that bear on it. Three Texas details shape how to read a registration.

  • The number belongs to the address. TCEQ says SWR numbers are permanently tied to a physical location, transport-only locations aside. A company that moves into a location that already has a number uses that location's number. So one registration can carry the waste history of several occupants.
  • A registration is not a permit. A facility needs an IHW permit number only if it stores waste beyond the exempt accumulation time, or treats or disposes of hazardous or industrial waste on site. TCEQ says most operations do not need a permit.
  • Registration has thresholds. A site that stays under them may never register.

Who must register

TCEQ requires an SWR for a site that consistently generates, per month:

  • more than 100 kg (220 pounds) of nonhazardous Class 1 waste at an industrial site;
  • more than 100 kg (220 pounds) of non-acute hazardous waste;
  • more than 1 kg (2.2 pounds) of acute hazardous waste.

It also requires one for transporters of industrial Class 1 or hazardous waste, for receivers of that waste from an off-site source, and for reverse distributors of hazardous pharmaceutical waste.

What the record shows

A facility's Notice of Registration lists, in most cases, its waste management units. TCEQ also publishes summary datasets keyed to the registration number:

Getting the file

TCEQ offers three routes to its records: TCEQ Records Online for records already scanned, an email to the Central File Room (cfrreq@tceq.texas.gov) to view or copy paper and microform records, and a Public Information Request for records that are not available through the file room or that contain confidential information.
