Oklahoma hazardous waste facilities

The Oklahoma Department of Environmental Quality (DEQ) runs the state's hazardous waste program through two sections. One writes permits and oversees corrective action. The other inspects generators and permitted facilities and investigates complaints.

In a Phase I ESA

These are the Oklahoma records of who generated, stored, treated or disposed of hazardous waste, and of the cleanups at permitted sites. They sit beside the federal records described on the RCRA Generators page, the RCRA TSD page and the RCRA CORRACTS page. ASTM E1527-21 lists state hazardous waste facility records among its standard sources. This handbook does not pair a single Oklahoma list with that type. The distances the standard sets for each kind of record are on the search distances page.

Three Oklahoma details shape the search.

  • Permitted facilities each have a DEQ page. The Hazardous Waste Permitting and Corrective Action Section writes permits for treatment, storage and disposal facilities under the federal Resource Conservation and Recovery Act (RCRA) and the Oklahoma Hazardous Waste Management Act, and oversees corrective action at sites across the state. DEQ identifies each facility that has a hazardous waste permit and links its permit. The same list also holds sites under an enforcement document in lieu of a permit, and transfer stations, which DEQ says do not need a full hazardous waste permit but must have a DEQ-approved development and operations plan.
  • The web copy is not the official record. DEQ says the permits shown on those pages do not constitute official agency records, and that if they differ from the records in its Central Records office, the Central Records copy prevails.
  • Generators are found through notification data. The Hazardous Waste Compliance and Enforcement Section inspects generator facilities and permitted facilities. DEQ's hazardous waste page links a list it titles Current Oklahoma Notification Facilities and points to EPA's enforcement and compliance history site, which it says is usually updated on Saturdays.

DEQ says permits for commercial facilities that accept waste from off-site generators are issued for ten years and are modified from time to time during that term.

Getting the file

DEQ's Central Records office holds the official records and can be reached at 405-702-1188. Requests also go through its online request form or in person at 707 N. Robinson in Oklahoma City. DEQ asks that a request give the date range, the facility ID number or the facility or company name, any permit number, and whether the records wanted are land, air, water, or environmental complaints and local services documents.
