Petroleum Storage Tank (PST) registrations

Texas's registered tank list is the Petroleum Storage Tank (PST) registration program of the Texas Commission on Environmental Quality (TCEQ). Every regulated tank that contains or has contained a regulated substance must be registered with TCEQ unless a rule exempts or excludes it, and the registration covers underground storage tanks (USTs) and aboveground storage tanks (ASTs) alike.

PST registrations are the Texas form of the state registered storage tank records that ASTM E1527-21 lists as a standard source. The general reading of a registered tank listing is on the UST / AST page. A registration says a tank system exists or existed. It does not say whether the tank leaked. What must be registered, and what is left out

TCEQ requires an owner to register each regulated UST, even one that is empty or unused. Its registration page names these common exemptions and exclusions:

  • Aboveground tanks with a capacity of 1,100 gallons or less.
  • Tanks that contain heating oil.
  • Flow-through process tanks.
  • Septic tanks.

So the absence of a registration does not rule out a tank. A small aboveground tank or a heating oil tank can sit on a property and never appear here.

What the record shows

TCEQ publishes the registration data as statewide files drawn from its Permit and Registration Information System. By TCEQ's descriptions they cover:

  • Facility: the site location and the active facility contact.
  • Owner and operator: the current owner and operator of each facility, and their contacts. A facility may have more than one of each.
  • USTs, UST compartments and ASTs: one entry per tank or compartment.
  • Construction notifications: activity an owner must report in advance, such as installing, replacing or removing a tank, or permanently abandoning one in place. A historic file is published as well.
  • Self-certification and financial assurance: the yearly self-certification a UST needs before it can receive motor fuel deliveries, and the financial assurance on file, current and previous.

Dates in the record follow from TCEQ's reporting rules. An owner must notify TCEQ at least 30 days before construction work, removal, or filling a tank in place, and must update the registration within 30 days when the stored product, the tank status (in or out of service), the technical details, or the owner or operator changes.

A UST leaves service for good only when a licensed contractor removes it from the ground or fills it in place. TCEQ points to its guidance on investigating and reporting releases for the sampling that goes with a removal, so a removal entry is a reason to look for the sampling results in the file.

Registration forms, construction notifications and correspondence are in TCEQ's records. TCEQ offers three routes: TCEQ Records Online for records already scanned, an email to the Central File Room (cfrreq@tceq.texas.gov) to view or copy paper and microform records, and a Public Information Request for records that are not available through the file room or that contain confidential information.
